Gabbard’s focus on reform comes amid criticisms that the intelligence community has been undermined by political agendas. In her words, “For too long, bad actors have exploited and politicized our Intelligence Community to drive agendas that put their own interests ahead of the interests of the American people.” This ambitious plan, dubbed “ODNI 2.0,” is framed as part of her commitment to rid the agency of wasteful spending and restore its core mission of national security.
The ODNI was established in the wake of the 9/11 attacks, aiming to integrate intelligence operations and enhance the delivery of critical information. Gabbard highlights that two decades later, the office has become bloated and inefficient, struggling under the weight of internal corruption and a lack of accountability. “Bloat and inefficiency are rampant across ODNI,” she noted, pointing to issues like unauthorized intel leaks and the politicization of intelligence as major concerns.
Through this restructuring initiative, Gabbard plans to eliminate what she describes as “redundant functions and inefficiency.” She has made it clear that her goal is to transform the ODNI into a more agile and effective organization that serves the American people. “We are eliminating wasteful spending to ensure ODNI is a responsible steward of American tax dollars,” she stated, reinforcing her commitment to fiscal responsibility.

By fostering transparency and accountability, she hopes to assuage public concerns about the politicization of intelligence reports.
