EXCLUSIVE: The FBI apprehended Cindy Rodriguez Singh, a woman atop their “Ten Most Wanted Fugitives” list, in India. This arrest comes following a federal warrant for “unlawful flight to avoid prosecution” and a Texas state warrant for “capital murder of a person under 10 years of age.” Rodriguez Singh is accused of murdering her 6-year-old son, Noel Rodriguez Alvarez, and allegedly fled the country to escape justice.

On October 3, 2024, INTERPOL issued a Red Notice for Rodriguez Singh, alerting its member countries, including India. An extradition packet was filed simultaneously, paving the way for her eventual arrest by the FBI in cooperation with Indian authorities. Following the arrest, she was transported back to the United States and will be handed over to Texas authorities. “The FBI’s Ten Most Wanted list exists for cases just like this — where a dangerous fugitive thought she could run, hide overseas, and escape justice…” said FBI Director Kash Patel. He underscored the agency’s commitment to holding such individuals accountable, stating, “Justice has no borders.”

The investigation into Rodriguez Singh’s actions began on March 20, 2023, when the Everman Police Department conducted a welfare check on her son, who had not been seen since October 2022. Officials discovered during the check that Rodriguez Singh reportedly lied to authorities, claiming her son was with his biological father in Mexico. However, upon investigation, it became clear that the child was not on the flight with her family to India just days later.

On October 31, 2023, Rodriguez Singh faced capital murder charges in Texas, and a federal arrest warrant was subsequently issued on November 2 after she was charged with fleeing prosecution. Her addition to the “most wanted” list in July represents a significant escalation in the FBI’s efforts, making her the fourth person to be captured from this list under Patel’s leadership.
