Rep. David Kustoff, a Republican from the Memphis area, advocates for a lasting federal law enforcement presence in the city following President Trump’s directive to address crime. Recently, Kustoff spent a day with the newly established Memphis Safe Task Force, a move he believes could serve as a model for urban areas grappling with similar issues.

Kustoff expressed concerns over local law enforcement staffing shortages, stating, “Because of the local law enforcement numbers being down, it makes sense to have a stronger federal law enforcement presence.” This aligns with President Trump’s broader initiative to tackle violent crime in American cities, which initially involved federalizing police forces in Washington, D.C.

The context in Memphis is particularly dire. Data shows that Memphis had the highest crime rate of any major U.S. city in 2024, with staggering statistics: 250 murders and more than 12,800 aggravated assaults reported that year. However, early figures from 2025 indicate the Memphis Police Department has had some success in reducing crime, highlighting ongoing efforts to combat the problem.

Kustoff conveyed a personal connection to Memphis, asserting, “I’ve lived here my entire life. I’m talking to you right now from Memphis, within the city limits. It’s a good community.” He emphasized that despite the challenges, Memphis is home to many good people who have been negatively impacted by high crime rates, which he believes worsened during the Biden administration. The representative pointed to the COVID-19 pandemic as a catalyst for increased crime, linking broader national trends to local experiences.

The response from the community regarding the presence of federal law enforcement and the National Guard in Memphis has been largely positive. Kustoff shared, “I know by talking to people here that they do appreciate the presence of the law enforcement and the National Guard.” From greetings to expressions of gratitude from residents, the presence of federal agents has been welcomed. Kustoff highlighted the Southern hospitality ingrained in the community when he noted, “These agents and the guard who are here … tell me that all different types of people are coming up, thanking them, hugging them.”

The Memphis Safe Task Force has already made significant strides, reportedly recovering 45 missing children and making over 900 arrests since its inception. Kustoff is advocating for the work being done in Memphis to act as a “blueprint” for other cities facing similar dilemmas. He asserted, “This is a blueprint, what is being done in Memphis, for other big cities across the country.” His statement reflects a belief that effective, responsive measures should not only stay confined to Memphis but can benefit communities nationwide struggling with crime.

Ultimately, Kustoff’s push for a permanent federal law enforcement presence underscores a critical viewpoint on addressing violence and safety in urban centers. As he works alongside state officials and the Trump administration, the focus is on ensuring that the resources deployed in Memphis continue to serve the community beyond the immediate task force efforts. Kustoff’s stance suggests that law enforcement collaboration at multiple levels could be indispensable in safeguarding cities.
