The Trump administration is working to recover over $1 billion in federal Medicaid funds that it claims are being misused by several blue states to provide healthcare for illegal immigrants. This includes individuals with serious criminal records, some charged with violent crimes. A recent audit by the Centers for Medicare and Medicaid Services (CMS) revealed that states like California, Illinois, and Oregon improperly spent more than $1.3 billion on healthcare for these individuals, despite federal laws prohibiting such use of Medicaid dollars.

California has emerged as the largest offender, spending upwards of $1 billion of these federal funds improperly. The state is followed by Illinois, at nearly $30 million, and Oregon, which misused approximately $5.5 million. The administration argues that while federal law allows Medicaid funds for emergency care irrespective of immigration status, it forbids broader use for undocumented individuals. CMS spokesperson Emily Hilliard emphasized, “Protecting Medicaid from waste, fraud, and abuse isn’t optional…it’s the law.” Hilliard insists that every dollar spent on services for illegal immigrants is a dollar that could benefit vulnerable Americans.

California officials have pushed back against these allegations, claiming that accusations surrounding its handling of federal funds are unfounded. Experts like Chris Pope from the Manhattan Institute argue that California and other states are manipulating federal provisions to channel funds intended for emergency care into more comprehensive healthcare for illegal immigrants. Pope asserts that any state expenditure on healthcare should automatically raise questions about the source of funding and the legitimacy of using federal dollars in this manner. “Medicaid is by far the largest source of federal funding for states,” he notes, pointing out that this funding often supports activities that are meant to be prohibited.

Adding weight to the concerns, Jim O’Neill, the Acting Director of the Centers for Disease Control and Prevention, has highlighted specific cases involving illegal immigrants with violent pasts receiving Medicaid. In recent social media posts, O’Neill showcased individuals convicted of serious crimes, including those charged with attempted murder and sexual offenses, who have accessed taxpayer-funded healthcare. For example, he noted a case involving Layth Kamil, a 24-year-old illegal alien from Iraq, who received nearly $16,000 in Medicaid funding after being convicted of exposing himself to a minor.

Another case involves Haissam Massalkhy, a 45-year-old illegal immigrant from Lebanon who, after driving under the influence, caused the death of an American citizen. This individual received over $30,000 in healthcare benefits, raising alarm about the federal dollars seemingly allocated without proper oversight. O’Neill criticized Democrats for allegedly demanding continued funding for these individuals as a condition for operational government management, underscoring the tension surrounding the issue of healthcare funding for illegal immigrants.

This growing scrutiny sheds light on the complex and often contentious debate surrounding immigration and healthcare funding. The Trump administration’s efforts to reclaim funds signal a broader intention to enforce laws regarding federal dollars and hold states accountable for any misuse.
