The theft of American intellectual property is not an isolated issue. It has been facilitated by inadequate investment controls, allowing foreign misappropriation of American innovations to proliferate. High-profile cases of cyber-espionage reflect a concerning trend that endangers national security and economic stability. While the U.S. fixated on military engagements abroad, the CCP implemented a “whole-of-society” strategy aimed at strengthening its power.

China’s rise, particularly since it joined the World Trade Organization in 2001, has been rapid and substantial. Initially aimed at integrating China into the global economy, that membership has instead allowed the nation to exploit its status for self-serving goals, damaging the established international order. Since Xi Jinping took power in 2012, the theft intensified. The Ministry of State Security (MSS), the Chinese intelligence and security agency, has expanded significantly, evidencing the urgency of the CCP’s strategy to dominate areas of American innovation.

From aerospace engineering to biotechnology, the CCP’s espionage targets span multiple domains. According to experts, this theft not only weakens American companies but also undermines the foundational strength of future military capabilities. The situation resembles an ongoing economic war, one that China has instigated largely unilaterally. Failure to recognize the severity of this challenge could result in America losing its leadership in technologies that will shape the future.

China’s tactics involve exploiting the openness of the U.S. political and economic systems. The ongoing challenge is that traditional U.S. intelligence and security mechanisms are ill-equipped to address a threat characterized by commercial espionage. The agencies responsible for national security are often designed to counter conventional threats, leaving gaps in addressing the complexities of modern economic warfare.

The CIA and FBI were established with specific mandates; they primarily pursue government-held secrets and counter espionage from national agents. There is an urgent need for a comprehensive approach against economic predation that combines enhanced legislation, diligent law enforcement, and international alliances.

To safeguard its intellectual property, America must apply the same fervor it dedicates to physical security. An integrated strategy is necessary—merging updated legal frameworks with a revival in research and cooperative engagement on an international scale. In focusing on economic security as a priority, akin to the Cold War’s emphasis on military readiness, America can work to secure its place as a technological leader and protect its national interests from the CCP’s subversive tactics.
