Federal authorities have leveled serious charges against Leticia Mariscal, a 55-year-old former benefits eligibility worker in Madera County, California, for allegedly orchestrating a fraud scheme that exploited the state’s food assistance program. The U.S. Department of Justice revealed that Mariscal is accused of stealing more than $40,000 in CalFresh benefits, California’s equivalent of the federal Supplemental Nutrition Assistance Program (SNAP).
The alleged scheme unfolded over several years, from December 2020 until April 2025. Prosecutors claim that Mariscal misused her position to access sensitive information from county databases. By doing this, she reportedly approved food assistance benefits for more than 15 individuals, including those who were elderly or deceased. She then printed Electronic Benefit Transfer (EBT) cards in their names and spent the benefits on herself.
The fraud surfaced when the son of a 91-year-old woman in a nursing home became suspicious about the food assistance his mother was supposedly receiving. This inquiry set off an investigation that led authorities to Mariscal. They confronted her with security footage that revealed her actions. When faced with this evidence, Mariscal allegedly confessed to the charges but attempted to deflect blame by claiming that a former boyfriend, whom she described as a gang member, had coerced her.
