Reports indicate that certain providers submitted inflated claims, billed for unauthenticated services, or continued receiving payments long after their clients had stabilized or even passed away. Governor Tim Walz’s administration eventually shut down the program, identifying it as “extremely vulnerable to fraud.”

The situation unveils a grim reality regarding the involvement of some members of the Somali community in fraudulent activities. Kayseh Magan, a former investigator, remarked that fraud often arises from desperation and opportunity. The breakdown of trust within the community, according to Magan, is exploited by service providers to recruit vulnerable individuals into their scams.

Comments from past leadership, such as those from President Trump, regarding the Somali community’s contributions to the state, bring into question the overall financial impact.
