Agriculture Secretary Brooke Rollins is taking a firm stand on addressing illegal immigration within food assistance programs. Under her guidance, the Department of Agriculture (USDA) is focused on eliminating ineligible recipients from the Supplemental Nutrition Assistance Program (SNAP), frequently referred to as food stamps. Rollins emphasized, “At @POTUS’ direction we will be reviewing ALL @USDA PROGRAMS to ensure only legal citizens are receiving benefits.”

This initiative underscores a comprehensive review by the USDA aimed squarely at complying with existing laws prohibiting illegal immigrants from receiving SNAP benefits. In a recent post on the social media platform X, Rollins pointed out that the USDA had already warned states earlier in the year, reminding them that “illegal immigrants and certain non-citizens CAN NOT receive SNAP benefits.” The requirement for states to submit recipient data is part of a broader effort to combat waste and fraud within the system. Rollins stated, “Even though 22 blue states have refused to provide the data, we are using every tool to compel their compliance. WHAT are they hiding? WHO are they hiding?” This insistence on accountability raises questions about the transparency of state-level operations concerning federal assistance programs.

Fraudulent claims are a significant concern. Rollins revealed that over 500,000 individuals were identified as having claimed SNAP benefits more than once, a staggering figure given the limited response from states that have cooperated with the USDA. The USDA’s efforts are not solely about identifying fraud; they also entail modifying the eligibility criteria to potentially reduce the number of recipients. Recently, a provision from the One Big Beautiful Bill Act went into effect, increasing the age for certain workers from 54 to 64, who must engage in qualifying work or activities. The Congressional Budget Office estimates that this change could lead to a reduction of about 2.4 million recipients from SNAP over the next decade.

Rollins articulated that the discussion surrounding SNAP during the recent government shutdown provided a unique opportunity. She stated, “The platform to completely deconstruct the program” is now available. This approach aims to ensure that the assistance reaches only those who are genuinely in need. In her words during a Fox Business interview, she noted that incoming changes will “make sure those vulnerable Americans who really need that benefit are going to get it. And for all the rest of the fraudsters and the people who are corrupt and taking advantage of it — we’re going to protect the taxpayer, too.” This commitment to reforming SNAP reflects a broader initiative to prioritize American citizens over non-citizens benefiting from federal resources.

To put an additional layer on this effort, Rollins has proposed that all current SNAP recipients reapply for benefits. According to USDA representatives, this recertification could serve as a major step in mitigating fraud. “Secretary Rollins wants to ensure the fraud, waste, and incessant abuse of SNAP ends,” one representative stated, further commenting that better analysis and cooperation with states are crucial for compliance. Rollins noted a shocking discovery: “186,000 deceased men and women and children in this country are receiving a check.” This comment highlights the urgency and potential scale of issues surrounding current recipient lists.

However, the USDA’s actions are not without resistance. Many states, including 21 states and the District of Columbia, are currently litigating against the Trump administration over new SNAP eligibility limits, particularly the restrictions on immigrants. This opposition from blue states could complicate the USDA’s goals and might delay critical improvements. Yet, a spokesperson for the White House reinforced the administration’s stance, articulating that the president “was elected with a resounding mandate to eliminate waste, fraud, and abuse across the federal government — which includes ensuring that illegal aliens are not receiving benefits intended for American citizens.”

As the USDA continues to navigate these challenges, the focus remains on maintaining integrity within public assistance programs. Rollins’ commitment to reform demonstrates a strong desire to ensure that benefits are allocated appropriately, serving the needs of legal citizens first and foremost. The coming months will provide more clarity on how these initiatives will reshape SNAP and address the significant issues of fraud and inefficiency that have long plagued the system.
