During a Senate Judiciary Subcommittee hearing, investigative journalist Peter Schweizer uncovered the troubling rise of birth tourism operations in China. His testimony revealed that over 1,000 companies are focused on enabling Chinese nationals to give birth in the United States. This booming industry, estimated to generate up to 1 million U.S. citizens raised in China, is characterized by high costs, with services priced up to $100,000. These companies arrange travel, medical care, and other logistical support to facilitate the births that secure automatic U.S. citizenship under the 14th Amendment.

Schweizer’s findings highlight a significant loophole in U.S. immigration policy. “In China alone, we have identified more than 1,000 birth tourism companies that are almost exclusively focused on the United States,” he stated. This massive influx of births exploits legal exemptions, allowing children born on American soil to later sponsor family members through chain migration. Additionally, these citizens could also participate in American elections, potentially casting votes from afar using mail-in ballots.

The phenomenon of birth tourism is not illegal, but it raises questions about integrity in the naturalization process. The U.S. government does not keep track of parents’ nationalities at birth, leading to a lack of precise data. However, estimates indicate that the industry generates billions of dollars. Chinese firms lure wealthy families with advertisements in Mandarin, creating a pathway for women to travel to the U.S. largely by misrepresenting their intentions or through visa loopholes. An example includes the Northern Mariana Islands, where Chinese nationals can enter visa-free under the Guam-CNMI Visa Waiver Program. In 2018 alone, almost 600 births were reported there, surpassing the number of local births.

Following this alarming testimony, lawmakers such as Rep. Tom Tiffany, Rep. Chip Roy, and Sen. Rick Scott have put forward the “One Nation, One Visa Policy Act.” This proposed legislation aims to rectify the loophole by requiring all Chinese nationals to possess a valid visa for entry into U.S. territories. It emphasizes the need to prevent exploitation of the birthright citizenship provision. Scott remarked, “Communist China has a track record for exploiting America’s weaknesses to advance its interests and undermine our national security.” Tiffany echoed these sentiments, criticizing the policies in place during the Obama and Biden administrations that allowed for such freedom of entry.

Schweizer’s testimony raises critical concerns about national security and the potential ramifications of these “citizens” being indoctrinated in China. He described the scenario as part of a broader “asymmetric warfare” strategy employed by the Chinese Communist Party. By cultivating loyalty among citizens raised in China while holding U.S. citizenship, the risk to U.S. sovereignty and integrity is heightened.

The implications of birth tourism are profound. It not only questions the value of American citizenship but underscores how foreign powers can manipulate immigration laws to their advantage. With the increasing numbers of “U.S. citizens” coming from a foreign influence, the urgency for policy reform is stronger than ever. The dialogue sparked by Schweizer’s revelations signals a critical moment in the ongoing conversation about immigration, national security, and the sanctity of American citizenship.
