During their investigation, these journalists infiltrated Skid Row, posing as homeless individuals. They discovered that petitioners were paying between $7 and $10 per signature. Some individuals reportedly earned up to $1,000 a day through this method.

The footage also uncovers that some California NGOs are allegedly urging homeless persons to provide fake addresses for signing petitions and registering to vote. This amounts to both state and federal felonies. The level of corruption exposed through these investigations is alarming, with the footage revealing at least 28 instances of cash transactions for ballot signatures and voter registration forms.

As the investigation unfolds, U.S. Attorney Bill Essayli has made comments addressing the serious implications of such conduct. Under 52 U.S.C. § 10307(c), it is a federal crime to provide false information on a voter registration form or to offer payment for completing such a form. Essayli emphasizes the commitment of the Department of Justice to pursue anyone involved in violations of federal election laws. “Nothing is more important than the integrity of our elections,” he stated, underscoring the importance of restoring public confidence in the electoral process.
