The bipartisan Providing Opportunities for Individuals in Need of Treatment and Support (POINTS) Act aims to tackle this growing crisis by using existing excise tax revenue to fund grants for states and jurisdictions, including Indian tribes. Houchin explained the intent of the legislation clearly: “The POINTS Act is about helping people who are struggling with gambling addiction.” Through education and training, the act seeks to prevent and treat addiction before it spirals into deeper problems.

Houchin’s own family history highlights the profound impact gambling addiction can have. She noted that many families experience similar challenges due to addiction, regardless of the underlying cause, be it a chronic illness or substance abuse. “It can cripple families and ruin their future if it’s not treated,” she emphasized, underscoring the urgency of her cause.

Her father, diagnosed with Parkinson’s at age 55, struggled with gambling shortly after starting treatment. Houchin recounted difficult memories, including trips to Las Vegas where her mother had to navigate the emotional and financial turmoil of their situation. “My mom would tell stories that… it would be difficult for her to get him through the airport at Las Vegas because of the casino that’s right there,” she recalled. This personal narrative gives depth to the legislative proposal and reinforces its significance.

The financial pitfalls of gambling addiction are stark. Houchin revealed that her mother spent nearly a decade paying off about $91,000 in gambling debt incurred through her father’s addiction. “It took her about 10 to 15 years to pay it off,” she shared. This journey motivated Houchin to advocate for a support system that could help others avoid similar struggles.

The POINTS Act marks a significant step towards recognizing and addressing gambling addiction at a national level. Backed by both Republican and Democratic lawmakers, the bill aims to create a federal fund specifically for this purpose. Importantly, Houchin made it clear that the funding will not come from new taxes on Americans but rather from existing revenue sources: “This is existing excise taxes that are going to be distributed in the form of grants.”

The rising prevalence of online sports betting and gambling apps amplifies the need for such legislation. Houchin and her co-sponsor, Rep. Andrea Salinas of Oregon, both stressed the importance of providing resources to combat addiction in the face of this burgeoning industry. Salinas remarked, “As sports betting and online gambling continue to expand across the country, we have a responsibility to ensure people struggling with addiction are not left behind.”

The POINTS Act seeks to fill gaps in treatment and support for those affected by gambling addiction. Houchin noted that it is not only healthcare professionals who need resources but also the families navigating these difficult waters.
