Authorities have uncovered a major car theft and smuggling operation in Metro Detroit, marking a significant enforcement victory. This operation rivals the grand criminal enterprises often seen in films and television. Over nearly two years, from July 2023 to August 2025, eight men orchestrated a network to steal high-end vehicles and export them, primarily targeting Middle Eastern markets for profit.

The operation managed to funnel around 400 luxury cars, valued at over $40 million. These vehicles were stolen, warehoused, and shipped abroad through port facilities. The organization’s complexity and scale reveal a level of planning and logistical exploitation that poses serious challenges for law enforcement.

Eight residents of Southeast Michigan face federal charges linked to the scheme. Haydar Al Haydari, Karar Alnakash, Abbas Al Othman, Mohammed Al Hilo, Moustapha Al Fetlawi, Terrill Davis, David Roshinsky Williams, and Mohammed Al Abboodi are all implicated in this extensive criminal operation. If convicted, each could face up to 10 years in prison and hefty fines of up to $250,000.

This case is a testament to effective law enforcement collaboration. Spearheaded by ICE Homeland Security Investigations (HSI) Detroit, the inquiry involved local, state, and federal bodies, including the Dearborn Police Department, Customs and Border Protection (CBP), and the FBI. The U.S. Attorney for the Eastern District of Michigan, along with key assistant U.S. attorneys, led the legal effort to dismantle the operation.

Dearborn Police Chief Issa Shahin shared insights on the importance of cooperation among agencies, stating, “This case demonstrates the strength of partnerships between local and federal law enforcement. Together, we are protecting victims, safeguarding our communities, and holding criminals accountable.” MATTHEW STENTZ, Acting Special Agent in Charge of ICE HSI Detroit, highlighted the personal toll of such thefts, asserting, “Behind every one of those stolen cars is a victim.”

The criminal network capitalized on specific commercial lots in the Detroit area to consolidate stolen vehicles. Once secured, these cars were carefully hidden in shipping containers to evade detection while being transported to port cities for overseas shipping. During the operation’s breakdown, law enforcement seized more than 350 vehicles, showcasing their success in combating the scheme.

Dearborn Police Cpl. Daniel Bartok provided further clarity on the operation, explaining, “Once the vehicles were stolen and secured, they were placed in shipping containers. A lot of the cars were shipped to the Middle East, Iraq, Dubai, where some of the vehicles were sent to.” This method illustrates the sophistication involved in the operation.

Michigan is currently witnessing an increase in vehicle thefts, with about 28,408 cases documented in 2023, representing a 4.1% rise from the previous year. This trend underscores the critical need for strong law enforcement alliances and proactive crime-fighting strategies.

Beyond financial losses, car theft affects communities on a deeper level. Victims suffer personal losses, while trust in public safety erodes, straining local economies. The audacity and complex nature of these crime rings demand a concerted law enforcement response, as noted by Michigan Attorney General Dana Nessel, who is advocating for an expanded Auto Fraud Task Force.

The ingenuity of this criminal network in leveraging logistics in a port city like Detroit emphasizes the challenges law enforcement faces in tackling sophisticated, entrenched operations. Kyle McPhee, a retired Michigan State Police detective, succinctly stated, “Detroit happens to be a port city. You can put something in a shipping container, and it can be at a port in no time.”

Authorities have amassed a strong case through an extensive investigation that includes recovered vehicles and fraudulent shipping documents. This case showcases the potential for effective law enforcement collaboration, highlighting the importance of intelligence sharing and resource allocation in addressing large-scale criminal activities.

U.S. Attorney Jerome F. Gorgon commended the diligent work of law enforcement, stating, “I very much appreciate the diligent work of our many law enforcement partners in recovering countless vehicles and putting an end to this criminal scheme.” His remarks reflect both gratitude for the dedicated officers involved and an acknowledgment of the broader implications of organized crime on community safety.
