A new piece of legislation from Rep. Nick Langworthy (R-N.Y.) seeks to address the challenges travelers face during the ongoing partial government shutdown. Langworthy’s bill aims to create a Transportation Security Trust Fund to ensure that TSA workers receive their pay during such shutdowns. This initiative would utilize funding from the Aviation Passenger Security Fee, commonly known as the 9/11 security fee.

Langworthy introduced the bill amid increasing concern for TSA agents who recently faced missed paychecks as the government shutdown drags on. The shutdown has persisted for nearly a month, frustrating many within the agency. “This is now the third time in just six months that TSA agents have been forced to work without receiving a paycheck,” Langworthy stated. He highlights the potential consequences of this situation, noting that morale and recruitment have taken a significant hit as over 300 agents have already left their positions.

The legislation’s intent is straightforward: ensure TSA personnel are compensated for their work. Currently, while these agents are entitled to back pay once the shutdown concludes, the absence of regular paychecks has led many to seek additional work to support their families. As a result, reports of staff shortages have emerged, particularly in states like Louisiana and Texas, where travelers are advised to arrive several hours earlier to account for extended security wait times.

Langworthy warns that “doing nothing is a national security crisis waiting to happen.” This concern is echoed by other lawmakers and travelers alike. The bill reflects a broader commitment to maintaining a professional and vigilant TSA workforce, which plays a critical role in ensuring the safety of air travel. In his view, the operational integrity of the agency has been compromised in recent months due to ongoing disputes between Democrats and Republicans, particularly over issues related to immigration funding.

The deadlock dates back to earlier bipartisan negotiations, which ultimately fell apart, leaving the Department of Homeland Security without an approved budget. Democratic leaders, reacting to the Trump administration’s immigration policies, withdrew support for any spending legislation that would prioritize enforcement actions. In light of this, House Minority Leader Hakeem Jeffries (D-N.Y.) has indicated that Democrats may push for funding elsewhere, but without addressing immigration-related agencies, it will likely lead to further gridlock.

With the shutdown casting uncertainty across the TSA and causing travel delays, the stakes couldn’t be higher. Increasing concerns over national security, especially with heightened tensions involving U.S. operations abroad, add another layer of complexity. If quick action isn’t taken, the operational capacity of the TSA and the safety of travelers could be at risk.

Langworthy’s push for the Transportation Security Trust Fund represents a proactive response to a pressing issue, and it serves as a reminder of the human impact behind the numbers. As lawmakers continue to navigate this political quagmire, the implications stretch beyond just budgets—they affect the livelihoods of countless workers and the safety of millions traveling on U.S. soil.
