Critics like Harrison assert that if stricter measures had been in place, victims like Stephanie Minter might still be alive. “We are also well aware that your deadly and disastrous policies were in place for quite some time – if not Cheryl’s daughter Stephanie would still be alive,” Harrison said. The Department of Homeland Security has also indicated that Descano’s office had received warnings about Jalloh’s dangerousness prior to Minter’s tragic death.
