The COVID pandemic has underscored America’s vulnerability regarding rare earth elements. These materials are crucial for everything from advanced military equipment to everyday technology. Currently, the People’s Republic of China exercises significant control over their mining and processing, representing a potential threat to national security. Responding to this critical situation, President Donald Trump has initiated “Project Vault,” an all-encompassing effort to protect U.S. interests while seeking to bolster domestic production capabilities.

China has not shied away from using its grip on rare earths as leverage against the United States. During Trump’s first term, there were clear hints from Beijing regarding limiting exports in retaliation for U.S. tariffs on companies like Huawei. This situation escalated last year when China enforced export controls and outright bans on rare earths intended for foreign militaries, showcasing the extent of America’s dependence on these resources.

The current predicament stems, in part, from decisions made decades ago. Post-World War II, the U.S. led the way in rare earth production, primarily through the Mountain Pass facility in California. However, beginning in the 1980s, regulatory hurdles imposed by the Nuclear Regulatory Commission significantly hampered domestic extraction efforts. This decline in production was only exacerbated by environmental incidents, notably the Mountain Pass wastewater spill in 1996, which led to its closure in 2002. The lengthy permitting process in the U.S. created further obstacles for new projects, making them economically unattractive.

Though Mountain Pass resumed operations in 2017, the progress toward reclaiming the U.S. position in the rare earth sector remains slow. Meanwhile, China has leveraged its more lenient regulatory framework to dominate the market, securing approximately 70% of extraction and 90% of processing of rare earths. During his first term, Trump recognized this imbalance and made moves to address it through Executive Order 13817, which focused on key elements required for U.S. economic security.

In 2020, Trump declared a national emergency regarding rare earths, pushing for an interagency effort to ramp up domestic production. Following his reelection, his administration solidified partnerships with key producing nations like Australia, allowing for a more secure supply chain independent of China.

Project Vault aims to further shield America from reliance on the PRC. This initiative is modeled after the Strategic Petroleum Reserve, established in 1975 to protect the U.S. from oil supply shocks. By creating a stockpile of rare earths for military and civilian use, Project Vault aims to mitigate the impact of any Chinese supply disruptions.

In parallel, the administration is working on regulatory reforms to encourage the domestic extraction and processing of rare earths. This is essential, especially in light of Biden-era policies aimed at environmental justice that have hampered progress in this sector. To support Project Vault, the Export-Import Bank has been directed to provide a $10 billion loan. This funding is crucial for establishing a stockpile and ensuring that American production keeps pace with national defense needs.

The creation of the Vault Company through a public-private partnership allows for responsible investment of taxpayer dollars to revive the American rare earth industry. It aims to make future foreign investments less critical as domestic capacity grows. Addressing China’s dominance in the rare earth market is not only a matter of economic competition but is directly tied to national security.

Congress’s role in reauthorizing the Export-Import Bank will be vital to the success of Project Vault. This initiative is not just another government program; it’s a strategic move to safeguard the American people against potential threats posed by Chinese aggression. The time for action is now to ensure that America remains a leader in critical technologies without being beholden to external forces.
