The House Select Committee on China is taking a firm stance regarding a $67 million research security initiative managed by the National Science Foundation (NSF). The committee has raised red flags about the universities involved, citing their collaborations with institutions linked to the Chinese military.

In a letter addressed to NSF Interim Director Brian Stone, House Select Committee on China Chairman John Moolenaar expressed serious concerns about the participation of universities like Texas A&M University and the University of Washington (UW). According to Moolenaar, these institutions, despite receiving substantial funding, have established connections with the Chinese Communist Party (CCP) that warrant scrutiny. He stated, “Faculty from UW and TAMU… have been collaborating with People’s Republic of China (PRC) defense research and industrial base entities, many of which are on various U.S. government national security entity lists.”

The inquiry centers on the SECURE initiative, designed to enhance the safety of U.S. research efforts. However, Moolenaar’s letter suggests a contradiction—those tasked with creating protections for taxpayer-funded projects are potentially jeopardizing national security by engaging with military-linked Chinese organizations. UW is projected to receive $50 million from this grant, while Texas A&M is in line for $17 million. The committee pointed to the universities’ “high-risk research relationships” with Chinese defense-related bodies as a cause for concern.

Recent reports highlight instances where the University of Washington has cooperated with entities directly tied to China’s military, such as the People’s Liberation Army (PLA). The involvement of these institutions in joint publications with military-linked Chinese organizations raises serious questions about their commitment to safeguarding U.S. research integrity. Moolenaar emphasized that the ongoing collaborations might conflict with U.S. law concerning research security.

Furthermore, Moolenaar urged the NSF to reassess whether these institutions comply with federal guidelines, including National Security Presidential Memorandum 33 and export control laws. He also expressed worry over potential breaches of the Wolf Amendment, which restricts NASA’s cooperation with Chinese government entities in funded research without specific certification. Moolenaar’s requests seek clarity on whether U.S. taxpayer money should support research that could benefit Chinese defense capabilities.

Alongside Moolenaar’s inquiries, another concern about the participation of these universities in research with organizations accused of violating human rights remains relevant. The potential misuse of federal funds in collaborations with entities on government watchlists could lead to further national security vulnerabilities. Moolenaar’s letter concludes with specific follow-up questions for the NSF, emphasizing transparency and accountability.

In response to the scrutiny, representatives from the University of Washington maintain that they prioritize research security and integrity, stating, “The UW directs significant effort and resources toward being leaders in research security and integrity.” The university asserts that the SECURE program is flexible and helps institutions implement robust research security protocols.
