Director of National Intelligence Tulsi Gabbard has recently taken significant steps regarding the integrity of the voting systems in Puerto Rico. Reports indicated a range of concerning issues, including vote totals that failed to match the counts from paper ballots, machines reversing candidate totals, and others showing zero votes for candidates who had clearly received ballots.
Officials initially dismissed these discrepancies as mere “software issues,” as noted by Jessika Padilla-Rivera, the interim president of the Puerto Rico Election Commission. However, the subsequent investigation led by Gabbard’s team highlights a more troubling picture. Months later, Reuters reported that her office had begun investigating the island’s voting systems, with discussions surrounding the possibility of Venezuelan interference. It’s important to note, however, that no clear evidence of such interference has been established.
Gabbard’s office confirmed the investigation into Puerto Rico’s voting systems but denied any connection to Venezuelan interference, stating that the focus was primarily on vulnerabilities within the electronic voting systems themselves. Spokespersons revealed that her team took several voting machines and copies of relevant data for the investigation. This concern stems from a broader recognition of weaknesses in many black box voting systems, which utilize proprietary software that can obscure their operational integrity.
During a recent ODNI threat assessment hearing, Ranking Member Rep. Jim Himes pressed Gabbard on this unprecedented seizure of voting machines. Himes expressed astonishment at such actions, questioning whether the committee was promptly notified about taking custody of Puerto Rico’s equipment. Gabbard acknowledged that there was no such notification, clarifying that the action was taken at the request of the Puerto Rico Assistant U.S. Attorney.
The inquiries into Puerto Rico’s systems do not appear to be isolated nor specific solely to concerns of foreign threats. Gabbard clarified, “There were questions about whether or not there were vulnerabilities that a threat could have taken advantage of,” underscoring the proactive nature of the investigation. Presently, it is reported that these voting machines reside safely within an ODNI facility, a situation that raises further questions about the protocols in managing voting integrity across the U.S. territories.
