Tennessee State Rep. Torrey Harris is currently facing serious scrutiny as federal authorities investigate allegations surrounding a potentially fraudulent political action committee (PAC) he oversaw. This scandal could add to the list of controversies involving Democratic fundraising efforts, which is a growing concern for many within political circles.
The PAC, known as WIN TENNESSEE PAC, claimed to support efforts during Kamala Harris’s 2024 presidential campaign. Harris served as the treasurer. Promotional material for the PAC appeared prominently on Harris’s Facebook page, emphasizing its intention to raise funds for trips to critical battleground states like North Carolina and Georgia, statewide advertising, and organizing efforts. However, investigations revealed that the PAC lacked any genuine infrastructure. It boasted false offices in Memphis, Nashville, and Knoxville. Even more questionable, the PAC provided a phony phone number and directed contributions to a P.O. Box that was later switched to a local UPS Store address.
Despite a disclaimer on its website asserting it was not affiliated with Kamala Harris’s campaign, the treasurer inappropriately leveraged her name to entice donors. A report from Nashville Banner suggested that the FBI began probing the intentions of this PAC as early as 2026, following a series of signs that raised red flags about its legitimacy. This included late filings of required reports to the Federal Election Commission, which issued three delinquency notices between October 2024 and January 2025. Only when a federal investigation was underway did Harris submit the overdue paperwork in March 2026.
The financial dealings of the PAC paint a troubling picture. According to reports, the total funds raised barely surpassed $1,800, with only three recorded expenditures. These included a payment to a fried fish restaurant in Memphis for hosting a debate watch party, a liquor store for party supplies, and a reimbursement to Harris for web services associated with the PAC. Intriguingly, no funds or contributions were allocated towards the debate watch party venue itself. This limited spending raises questions about the PAC’s actual mission and the real intent behind its fundraising efforts.
Additionally, there are hints of an investigation into Harris’s personal business ventures, raising further concerns about his overall conduct. While specific details about these inquiries remain unverified, the implications of such investigations can be profound.
