Johnson’s memo also highlights concerns about a proposal from Democrats that critics label as providing “free healthcare for illegal aliens,” alongside significant cuts to rural healthcare investment and funding for diversity, equity, and inclusion (DEI) initiatives overseas. Johnson argues that if funding is held hostage over these unrelated issues, Democrats will be responsible for the outcome.
