He acknowledged that while he does not hold every Democrat responsible for inciting violence, he noted that “there have been examples where we’ve had governors, mayors, [and] members of Congress who have had very derogatory things to say about particularly ICE.” Guest emphasized the risks of that rhetoric, stating it “creates a very dangerous situation.” His words reflect a broader anxiety within law enforcement about how public discourse can influence safety on the streets.

Guest’s argument aligns with the testimony of Michael Hughes, director of the Federal Law Enforcement Officers Association. Hughes voiced his belief that alarmist rhetoric against law enforcement only exacerbates the dangers officers face. He distinguished between constructive criticism, which is necessary, and vilification, which he believes undermines public trust and endangers officers. “When officers are depicted as political actors or adversaries rather than public servants,” Hughes stated, “that rhetoric fuels hostility and makes already difficult jobs even more dangerous.” His comments underscore the need for balanced discourse that acknowledges the challenges faced by law enforcement.

Democrats expressed deep concern over the actions of ICE, arguing that agency practices pose a greater risk than harmful words alone. Rep. Lou Correa of California raised serious issues regarding the use of masks by ICE agents, pointing to reports of impersonation leading to criminal activity. He recounted a frightening incident in his constituency involving a masked ICE agent who pointed a firearm at a bystander. Correa’s vivid recounting of the confrontation demonstrated the potential for misunderstanding and chaos that could arise from aggressive tactics. “This is not the way you instill trust in our society,” Correa stated, reflecting a conviction that transparency is key to fostering public confidence.

Concerns about accountability also surfaced among Democrats. Rep. Dan Goldman of New York highlighted incidents where suspected rogue behavior by ICE agents went unpunished, citing the reinstatement of an agent accused of assault. Goldman has proposed the No Secret Police Act, which seeks to prevent law enforcement from obscuring their identities while on duty. By introducing this legislation, Goldman seeks to address what he sees as a toxic environment that can lead to increased violence and confrontation. “You’re creating a toxic environment,” Goldman warned.

While Democrats criticized ICE’s operational tactics, Republicans defended the agency’s need for disguise as a protective measure. Guest argued that agents often wear masks due to threats against them and their families. He contended that demonizing ICE agents only exacerbates the difficult job they perform. “They’ve been demonized by elected officials from the left,” Guest noted.
