On Thursday, they revealed a two-year framework aimed at extending enhanced premium tax credits for the Affordable Care Act, which are set to expire soon. Rep. Mike Lawler, a Republican from New York, spoke at a press conference about the stakes involved. “We are talking about whether or not the federal government is subsidizing a plan to the tune of 78 percent or 88 percent. But that difference means a lot to the 24 million people who are impacted by it,” he stated. His comments underscore the tangible effects of legislative decisions on everyday families. Lawler emphasized the need for a two-year extension, coupled with reforms to address concerns surrounding these temporary tax credits, initially implemented during the COVID-19 pandemic.

The bipartisan proposal, branded as “CommonGround 2025: A Bipartisan Health Care Framework,” is co-led by Reps. Josh Gottheimer (D-N.J.) and Jen Kiggans (R-Va.). Their plan includes a one-year extension of the enhanced tax credits, with specific modifications expected to be voted on before Dec. 18 in both the House and Senate. The framework also introduces measures aimed at preventing fraud and addressing issues related to “ghost beneficiaries.”

The urgency of this proposal arises from recent spikes in health insurance premiums. Gottheimer warned that, without action, millions could see premium costs surge an average of 26 percent next year. He pointed out that in New Jersey, families could face even steeper increases, with estimates suggesting a 175 percent jump, leading to as much as $20,000 in additional costs for a family of four.

The proposal has garnered significant support. A letter signed by 35 House members was sent to key Senate leaders, including Majority Leader John Thune and Minority Leader Chuck Schumer, urging them to give consideration to this framework. The collaboration between members from different parties illustrates a willingness to prioritize healthcare concerns over partisan divides.
