Mauro pointed out glaring oversights that should have been immediately addressed: a door reportedly propped open during finals week, a lack of a uniformed guard at critical locations during high-traffic periods, and insufficient camera coverage throughout the campus. “These are ground-ball issues,” Mauro stated, emphasizing that basic security measures were neglected under Chatman’s oversight.

Additionally, Chatman’s leadership has been characterized by low morale and a troubling environment for staff, as highlighted by recent votes of no confidence from major police unions associated with campus law enforcement. These organizations criticized Chatman for prioritizing administrative roles while neglecting essential patrol capabilities, leading to what they described as an “all-time low in morale.” This toxic work culture, which purportedly harbors fear of retaliation for dissent, raises alarms about the department’s operational efficacy.

In previous incidents, Chatman has faced sharp criticism for his handling of threats on campus, including a bomb threat in 2021 and a shooting threat in 2023. Such mismanagement casts a shadow over his capabilities as a security chief, especially when it became evident that his past at the University of Utah involved a disqualification due to a lack of proper credentials. Despite this, Brown University continued to place its trust in Chatman’s leadership.

The recent tragedy under his watch serves as a harrowing reminder of the dangerous consequences that can arise from inadequate security practices. With multiple indicators pointing to a failure in judgment and action from Chatman, questions linger about his continued role in ensuring the safety of the Brown community.
